Recognizing the needs and aspirations of the residents of Munger, the Late Shiv Prasad Singh, a respected Senior Advocate and citizen of Munger, took the initiative to establish a law college in 1983. At that time, Munger District did not have a law college, making this endeavor all the more crucial. The esteemed members of Sri Krishna Seva Sadan, Munger, unanimously decided to name the proposed Law College after the Late Bishwanath Singh, a revered Congress leader, renowned freedom fighter, and distinguished lawyer from Munger. The first professor-in-charge of the institution was Late S.K. Banerjee.

In November 1983, law classes commenced in a building provided by Rev Chhote Raja Saheb of Munger on Pipar Panti Road. As the number of students increased rapidly, certain challenges arose in the smooth functioning of the institution, particularly regarding student accommodation. Consequently, the managing committee of the institution approached Sri Anand Vijay, a senior Advocate of Munger, to assume the responsibility of managing the institution and ensuring better accommodation for the growing number of students. Sri Anand Vijay, a senior lawyer and educationist, not only took charge of the institution but also generously donated his valuable piece of land located at Laldarwaza. Under his capable leadership and management, a grand building was constructed on this land. Notably, this magnificent building was constructed without any financial assistance from the Government, the University, or the general public. In 1985, the institution shifted from its rented house on Pipar Panti Road to the newly constructed building, spanning over 5.83 acres and 83 decimals, at Laldarwaja, Munger. In the same year, Sri Surendra Singh, an Advocate, was appointed as the Principal of the institution by the Governing Body to oversee and manage the academic environment.

Sri Anand Vijay Singh exerted great efforts and worked tirelessly to obtain the institution’s affiliation. Thanks to his dedication, the institution received affiliation from the Government of Bihar and the All India Bar Council, Delhi, starting from the academic session 1984-85. We must also acknowledge the late Lieutenant Colonel V.K. Sinha, a social activist, for his invaluable service and sacrifices in securing affiliation for the institution.

Regarding the present status of the institution, the Government of Bihar granted a No Objection Certificate (NOC) on September 20, 1985, for offering both 3-year and 5-year law courses. The initial affiliation was granted by TM. Bhagalpur University, Bhagalpur, in 1985. Subsequently, the Bar Council of India approved the affiliation for 3-year law courses in 1992. Permanent approval for affiliation was granted by the Bar Council of India in 1997. The Government of Bihar and TM. Bhagalpur University, Bhagalpur, was also granted permanent affiliation for 3-year law courses in 2009. The institution started offering 5-year integrated law courses in 1985, and the Bar Council of India has been granting temporary approvals for affiliation since then. The most recent approval of affiliation was given for the academic year 2009-2010. As a result of the dedicated contributions of the founders, this legal institution has become a well-recognized academic establishment. Students from neighboring districts, in addition to Munger, seek admission here, and thus far, approximately 15,000 students have successfully obtained their law degrees. Many of our graduates have secured high-ranking positions, serving as legal advisors in both national and international sectors, both in the public and private spheres.

A recent significant development is the establishment of “Munger University in Munger” by the Bihar Government. Fortunately,

our legal institution is located in the heart of the town, near the upcoming university, which will undoubtedly contribute to its growth, development, and sustainability.
